Statement by the US at the 2023 NPT PrepCom Cluster 1 discussion (Vienna, Aug. 2023)
The statement reaffirmed the US position on NSA, noting that in its Nuclear Posture Review, the United States maintains a “negative security assurance,” meaning it will not use or threaten to use nuclear weapons against non-nuclear-weapon states that are parties to the NPT and are in compliance with their nuclear non-proliferation obligations. It also recognizes interest in making NSA assurances legally binding and highlights the US position that the signature and ratification of relevant protocols to existing nuclear-weapon-free zone treaties is the appropriate vehicle to extend legally binding negative security assurances to the treaty parties.Open document
